1: A Browser Built for Software, Not People:
Cloudflare is the latest company to join the race to build a new web browser — but instead of pitching a Chrome alternative to consumers, it launched Kitesurf, a cloud-hosted browser designed specifically for AI agents.
AI software is evolving from chatbots that answer questions to agents that complete tasks on a user's behalf. Browsers are a critical part of that shift, since agents need to navigate the web and use websites the way humans do. But Cloudflare's argument is that a browser built for agents doesn't need to look anything like a browser built for people — it doesn't care about tabs, themes, or extensions.
Instead, an agent browser has to manage context windows, token costs, and scalability, while facing a different threat model entirely: risks like prompt injection, where instructions hidden inside a webpage attempt to hijack the agent reading it.
2: The Performance Numbers Behind the Pitch:
Cloudflare says it decided to build Kitesurf just 12 weeks ago, and the browser runs entirely on top of its serverless platform, Workers, using Rust compiled to WebAssembly. In Cloudflare's own testing across a 14-URL corpus, Kitesurf used 3.1 to 3.8 times less CPU and 4.7 to 7 times less memory than Chromium for common agentic tasks like screenshots and HTML extraction — though it took 1.7 to 1.8 times longer to complete those same tasks.
For developers running bursty, high-volume agent workloads, that trade of raw speed for a much smaller resource footprint is the entire pitch: fewer compute resources per session means agents can run at a larger scale for a lower cost.
Kitesurf is available for free while in beta inside Browser Run, Cloudflare's product for programmatically controlling headless browser instances on its network. It's designed to be a drop-in option rather than a new tool to learn — it works with Puppeteer, Playwright, and any MCP client that speaks the Chrome DevTools Protocol, so existing agent code can switch over by adding a single parameter to the endpoint.

The browser itself is assembled from a handful of existing open-source projects rather than built from scratch top to bottom.
It uses a modular rendering engine from Blitz, bold text**Firefox's own CSS parser Stylo, and Boa JS, a Rust-based ECMAScript engine — with everything else running inside Cloudflare Workers. Cloudflare also credited Obscura, an open-source Rust headless browser engine, as the direct inspiration for the project: the first proof of concept was simply a port of Obscura onto Workers.
Cloudflare has said it plans to open source Kitesurf. It's also notable how the team validated the build — beyond the standard Web Platform Test suite of over 215,000 conformance tests, engineers reportedly used AI agents themselves to implement and test individual browser features against those tests, freeing human engineers to focus on architecture and review. The company says Kitesurf already correctly renders sites like TodoMVC, Wikipedia, Hacker News, the Cloudflare Blog, and much of the Cloudflare dashboard.
4: Why Cloudflare Is Building This Now:
The timing lines up with a broader shift already visible in Cloudflare's own network traffic: the company has reported that AI agent activity has grown nearly 8,000% over the past year, with bots now generating the majority of traffic to many sites.
That surge cuts two ways for Cloudflare's business. The company has simultaneously been rolling out tools that let publishers block or charge AI crawlers that scrape content without permission — while, with Kitesurf, building cheaper infrastructure for the agents that do operate legitimately.
It's a dual bet: charge the bots that take content without paying, and give the bots that work on a user's behalf a purpose-built, lower-cost tool to do it with.
It also reframes what a browser is for. Kitesurf doesn't need to win a homepage slot, sync bookmarks, or convince anyone to make it their default. Its job is to make the web reliably, safely, and cheaply accessible to software — treating every page load as untrusted input and every session as stateless and isolated, a security posture that matches how autonomous agents actually operate rather than how people browse.
5: The Bigger Pattern:
Kitesurf is a narrow product, but it points at something wider: the infrastructure layer of the internet is being rebuilt around agents rather than around humans clicking through pages.
Cloudflare isn't the only company that has looked at this problem — OpenAI reportedly explored acquiring Chrome outright in 2025 specifically to build an AI-native browser on top of it, before Google's antitrust case took a different turn. Kitesurf takes the opposite approach: rather than retrofitting a browser built for people, it strips a browser down to only what a task-completing piece of software needs, and treats everything else as unnecessary weight.
